Improvements
- API and MCP expose authorized next steps and tools for each task. Manual collection and progress commit together; retrying does not duplicate receipts or notices. Staff share tracking scoped to their task. Previous routes are removed without aliases. The new task panel and electronic charge remain pending in their own PRs.
