Subtle payment controls for projects that do not charge
Hide empty controls while preserving amounts and history.

- In Settings → Payments, the owner can choose «This project charges for its tasks». Without prices or history, money controls are hidden. Turning this off preserves all data and keeps existing history accessible.
- Tasks without an amount or payments show only a secondary link to add an amount, available to owners and managers. Payment details remain collapsed when money is present. Form fields show their titles; missing titles get readable names and an editor notice.
- Finance appears only when content is available. Location fields do not trigger missing-title warnings; existing forms keep their descriptions as labels.
